US military strikes on Venezuelan territory early this morning, and the reported abduction by US forces of Venezuelan President Nicol\u00e1s Maduro and First Lady Cilia Flores, are illegal under international law, were conducted without congressional authorization or \u2015 reportedly \u2015 notification, and set a dangerous precedent, they warned. <\/p>\n<p>While US administration officials initially described this morning\u2019s attack as a law enforcement operation, President Trump\u2019s remarks earlier today \u2015 where he stated that the US would be \u201crunning Venezuela\u201d and that US companies would be managing the oil infrastructure \u2015 suggest that the goal is regime change and a long-term US occupation, much like the 2003 US invasion and occupation of Iraq. If Trump\u2019s assertions reflect a concrete plan, then the US is now embarked on an unauthorized and unprovoked open-ended war against a country that poses no believable threat to US national security. <\/p>\n<p>\u201cThis is an illegal assault on a country that poses no security threat to the United States, and Trump himself has repeatedly said that he is going after the country\u2019s oil, the largest proven reserves in the world,\u201d CEPR Co-Director <a href=\"https:\/\/cepr.net\/people\/mark-weisbrot\/\" rel=\"noopener noreferrer\" target=\"_blank\">Mark Weisbrot<\/a> said. \u201cOnly one in five Americans in the most recent poll said they supported such military intervention. Most people don\u2019t like our government putting forth plans and threats, and taking actions that make it look like a criminal enterprise. Trump has repeatedly shown that he has no regard for international law.\u201d<\/p>\n<p>According to <a href=\"https:\/\/x.com\/halbritz\/status\/2007368725587222920?s=20\" rel=\"noopener noreferrer\" target=\"_blank\">media reports<\/a>, the US military attack on Caracas was conducted without first notifying Congress, including members of the Senate Armed Services Committee. The Trump administration has not made a case for war against Venezuela to the US Congress, and \u201ctop Trump officials previously testified to Congress that the U.S. was not seeking to oust Maduro, and would seek congressional authorization for any ground operations in Venezuela,\u201d as <a href=\"https:\/\/www.axios.com\/2026\/01\/03\/democrats-criticize-trump-maduro-venezuela\" rel=\"noopener noreferrer\" target=\"_blank\">Axios notes<\/a>. Various members of Congress are <a href=\"https:\/\/x.com\/RepCasar\/status\/2007469221417029877?s=20\" rel=\"noopener noreferrer\" target=\"_blank\">calling<\/a> for a new War Powers Resolution vote.<\/p>\n<p>The Trump administration has offered a shifting pretext for its aggression toward Venezuela, focused on alleged drug trafficking by Maduro. But the administration has presented no evidence for its allegations, which have been widely <a href=\"https:\/\/www.nbcnews.com\/news\/military\/drug-boats-venezuela-are-mainly-moving-cocaine-europe-not-fentanyl-us-rcna244583\" rel=\"noopener noreferrer\" target=\"_blank\">debunked and dismissed<\/a> by current and former US officials and experts.<\/p>\n<p>It is unclear what the next steps in the US\u2019s attack on Venezuela might be, and the possible consequences are even more uncertain. Venezuelan officials have reported civilian and military killings, though the scale of human casualties remains unclear. President Trump today <a href=\"https:\/\/www.nytimes.com\/live\/2026\/01\/03\/world\/trump-united-states-strikes-venezuela?smid=nytcore-ios-share\" rel=\"noopener noreferrer\" target=\"_blank\">said<\/a> that \u201cwe\u2019re going to run\u201d Venezuela, and suggested that he may order more military strikes inside Venezuela. He also <a href=\"https:\/\/www.npr.org\/2026\/01\/03\/nx-s1-5665659\/venezuela-us-strikes-maduro\" rel=\"noopener noreferrer\" target=\"_blank\">threatened<\/a> possible US action inside Mexico, and <a href=\"https:\/\/english.alarabiya.net\/News\/united-states\/2026\/01\/03\/trump-says-colombia-president-should-watch-his-ass-\" rel=\"noopener noreferrer\" target=\"_blank\">warned<\/a> Colombian President Gustavo Petro to \u201cwatch his ass.\u201d Currently, Vice President Delcy Rodr\u00edguez and other top Maduro administration officials remain in office.<\/p>\n<p>Heads of state and other world leaders <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/1\/3\/world-reacts-to-reported-us-bombing-of-venezuela\" rel=\"noopener noreferrer\" target=\"_blank\">have condemned<\/a> the US actions in Venezuela, including Brazil\u2019s <a href=\"https:\/\/x.com\/LulaOficial\/status\/2007436536590012845?s=20\" rel=\"noopener noreferrer\" target=\"_blank\">Lula da Silva<\/a>, Mexican President <a href=\"https:\/\/x.com\/Claudiashein\/status\/2007424768845185274\" rel=\"noopener noreferrer\" target=\"_blank\">Claudia Sheinbaum<\/a>, Colombian President <a href=\"https:\/\/x.com\/petrogustavo\/status\/2007356950514729388?s=20\" rel=\"noopener noreferrer\" target=\"_blank\">Gustavo Petro<\/a>, and the government of <a href=\"https:\/\/dirco.gov.za\/south-africa-urges-un-security-council-session-following-unilateral-military-action-in-venezuela\/\" rel=\"noopener noreferrer\" target=\"_blank\">South Africa<\/a>, among others. Many others, including Spanish President <a href=\"https:\/\/x.com\/sanchezcastejon\/status\/2007410879793435112?s=20\" rel=\"noopener noreferrer\" target=\"_blank\">Pedro S\u00e1nchez<\/a>, are calling for deescalation. Prominent figures from across the political spectrum, such as Germany\u2019s Roderich Kiesewetter on the right, the UK\u2019s <a href=\"https:\/\/x.com\/jeremycorbyn\/status\/2007397883994112062?s=20\" rel=\"noopener noreferrer\" target=\"_blank\">Jeremy Corbyn<\/a> on the left, and France\u2019s <a href=\"https:\/\/x.com\/MLP_officiel\/status\/2007439876484989196\" rel=\"noopener noreferrer\" target=\"_blank\">Marine Le Pen<\/a> on the far right, have condemned the US\u2019s violation of Venezuela\u2019s national sovereignty. <\/p>\n<p>The United Nations issued <a href=\"https:\/\/www.un.org\/sg\/en\/content\/sg\/statements\/2026-01-03\/statement-attributable-the-spokesperson-for-the-secretary-general-venezuela\" rel=\"noopener noreferrer\" target=\"_blank\">a statement<\/a> saying that UN Secretary-General Ant\u00f3nio Guterres is \u201cdeeply concerned that the rules of international law have not been respected\u201d and \u201ccall[ed] on all actors in Venezuela to engage in inclusive dialogue, in full respect of human rights and the rule of law.\u201d As CEPR Senior Research Fellow Guillaume Long, formerly the foreign minister for Ecuador and a former ambassador to the UN, <a href=\"https:\/\/x.com\/GuillaumeLong\/status\/2007435728838344808?s=20\" rel=\"noopener noreferrer\" target=\"_blank\">has noted<\/a>, the US\u2019s actions violate Article 2(4) and the integrity of Chapter VII of the UN Charter.<\/p>\n<p>Today\u2019s attack on Venezuela and kidnapping of President Maduro and First Lady Flores is the latest in a series of US regime change efforts in Venezuela over more than 20 years. State Department and CIA documents <a href=\"https:\/\/web.archive.org\/web\/20111205103053\/http:\/\/southoftheborderdoc.com\/2002-venezuela-coup\/\" rel=\"noopener noreferrer\" target=\"_blank\">revealed<\/a> the US role in the short-lived 2002 coup d\u2019etat against then-President Hugo Ch\u00e1vez. That overturned coup was followed by an oil industry lockout that <a href=\"https:\/\/cepr.net\/documents\/publications\/venezuela_update_2008_02.pdf\" rel=\"noopener noreferrer\" target=\"_blank\">devastated<\/a> Venezuela\u2019s economy, and then a 2004 US-backed recall referendum that voters overwhelmingly defeated. The first Trump administration openly attempted to remove Maduro by recognizing as president a right-wing politician, Juan Guaid\u00f3, who openly called for a military ouster of Maduro.<\/p>\n<p>Starting in 2017, the first Trump administration imposed increasingly damaging economic sanctions against Venezuela that were largely maintained during the Biden administration. These have been a major driver of the country\u2019s economic collapse and subsequent mass out-migration, as CEPR Senior Research Fellow Francisco Rodr\u00edguez has shown in multiple peer-reviewed <a href=\"https:\/\/cepr.net\/publications\/the-human-consequences-of-economic-sanctions\/\" rel=\"noopener noreferrer\" target=\"_blank\">studies<\/a>. A 2019 CEPR <a href=\"https:\/\/cepr.net\/publications\/economic-sanctions-as-collective-punishment-the-case-of-venezuela\/\" rel=\"noopener noreferrer\" target=\"_blank\">report<\/a> by Mark Weisbrot and Columbia economist Jeffrey Sachs found that the US economic sanctions led to more than tens of thousands of deaths in Venezuela in 2017\u20132018 alone. Rodr\u00edguez <a href=\"https:\/\/franciscorodriguez.net\/2024\/12\/26\/sanctions-and-venezuelan-migration\/\" rel=\"noopener noreferrer\" target=\"_blank\">estimates<\/a> that US sanctions fueled an economic collapse equivalent to three Great Depressions.<\/p>\n<p>\u201cPresident Trump\u2019s actions are shocking and dangerous and a complete betrayal of his campaign promise to keep the US out of unnecessary wars. If, as his most recent remarks suggest, Trump continues to intervene militarily in Venezuela the consequences could be disastrous for Venezuelans and potentially for US service members, who risk being dragged into a deadly, protracted war.
