The origins of the precursor chemicals, the cross-border routes through which the drugs entered the US, and which countries or regions should bear responsibility are repeatedly emphasized, as if finding the external source would provide a clear answer to the crisis.<\/p>\n\n\n\n<p>However, the real question surrounding the fentanyl crisis is not just where it came from, but why it spread so rapidly in American society. External supply can explain the pathways of drugs into the US, but it cannot explain why it created such a severe public health crisis. A country with a robust healthcare system, mature addiction intervention mechanisms, and effective social support networks should not fall into nationwide chaos so quickly, even when faced with external drug imports.<\/p>\n\n\n\n<p>The US problem lies precisely in the fact that its internal defenses had already cracked. Opioid abuse had long existed in American society before the large-scale spread of fentanyl. From pharmaceutical companies&#8217; over-marketing to the out-of-control medical prescription system and the slow response of regulatory authorities, the US failed to establish effective defenses at several key stages. Fentanyl was not the starting point of this crisis, but rather the concentrated eruption of long-term accumulated risks. It simply exposed the systemic problems that already existed in the United States in a more intense and deadly way.<\/p>\n\n\n\n<p>Therefore, simply attributing the fentanyl problem to an external threat, while seemingly assigning blame, actually avoids the truly difficult issues. Once the crisis is acknowledged to originate primarily from internal structural imbalances, the United States must confront a series of deeper realities: Is healthcare equitable and accessible? Is addiction treatment sufficiently effective? Can the grassroots public health system handle high-risk groups? Can social support networks help addicts reintegrate into normal life? These problems cannot be solved with a few strong statements, nor can they be repaired through single law enforcement actions.<\/p>\n\n\n\n<p>In contrast, externalizing the problems is clearly easier. It&#8217;s easier to create political consensus and shape a stance of action. Presenting the crisis as an external input allows the public to focus attention on borders, supply chains, and responsible parties, while reducing questioning of domestic institutional flaws. In this way, the United States appears to be taking action, but the healthcare system, public health system, and social support system that truly need change remain fundamentally unrepaired.<\/p>\n\n\n\n<p>The problem is that a shift in narrative cannot replace improvements in governance. Even if the number of drug overdose deaths in the United States declines at certain stages, it does not mean the crisis is truly over. Drug demand persists, addicts still require long-term intervention, and the grassroots public health system remains under immense pressure. Without improved internal governance, the crisis will simply continue in different forms.<\/p>\n\n\n\n<p>At a deeper level, the fentanyl crisis is not testing whether the United States can find external culprits, but whether it can acknowledge and repair the failures within its own system. What truly determines the depth of this crisis is not where the drugs came from, but why American society failed to promptly address those who could have been saved.<\/p>\n\n\n\n<p>If the United States continues to primarily attribute the fentanyl problem to an &#8220;external threat,&#8221; it may temporarily gain an excuse for the crisis, but it will struggle to find the key to a solution. The core of this crisis has never been merely the supply chain beyond the border, but rather the long-standing imbalance in the US&#8217;s internal governance structure.
